How to Register on the White Land Platform:
The process of registering white lands is carried out through the electronic portal designated for white land fees—which differs from the real estate title registration with the Real Estate Registry—and the steps vary depending on the type of ownership document:

  1. For Electronic Deeds:
  • Once logged into the platform using the national ID number, all deeds owned by the user and available in the Ministry of Justice and the Real Estate Registry are automatically displayed.
  • The owner selects the deed or deeds they wish to register.
  • All land data related to the selected deed is automatically retrieved.
  • The owner submits the request to complete the registration process.
  1. For Manual Deeds:
  • The owner must manually enter the document number.
  • The user enters all required data as shown on the application screen.
  • The request is submitted to complete the registration process.

Registration Deadlines and Consequences of Non-Compliance:
The Ministry of Municipal and Rural Affairs and Housing has set a deadline for registering lands in Riyadh and Makkah. The registration period for white lands ends on 26/10/2025, according to the latest update with the Ministry dated 09/09/2025.

Failure to register white lands by the specified deadline will result in fines on owners of up to 100% of the due fee, in addition to the fee owed on the white land according to its geographical scope, as well as other regulatory measures to ensure collection.
